Return to Office Policies Are Reshaping Workplaces in the San Francisco Bay Area
The Bay Area Council has been shaping the future of the San Francisco Bay Area since 1945. Through public policy and advocacy, Bay Area Council focuses on solving the most challenging issues that affect the economic health and quality of life in the region.
Between April 2021 and February 2025, the Bay Area Council collected survey data from hundreds of employers throughout the region, in partnership with the Metropolitan Transportation Commission and EMC Research, on plans for returning to offices and workplaces. The data has served a valuable purpose in informing how transit agencies and policymakers plan for services as large numbers of employees shifted to remote work during the COVID pandemic.
